The results of fundamental transformations in any domain require long span of time to be recognized as such. In Romanian higher education system, the first transformation cycle started in the 90s and was completed in 2005-2007, the main achievement being the alignment to international practices.
The strategic project Quality and Leadership for Romanian Higher Education opens the second transformation cycle of structural transformations. Its main goal is to develop a long term vision regarding the Romanian higher education assumed by the key stakeholders in the system as well as by the whole society, in order to ground medium and long term policies, so contributing to improving financial and strategic management of Universities’ human resources as well as develop leadership abilities for Universities that will allow them to achieve their strategic long term goals and objectives.
The project aims to open a dialogue and negotiating space concerning the Universities, their substance and future, in the global context of knowledge economy within the fifth liberty (knowledge freedom). This environment will facilitate the interaction and collaboration of the stakeholders in the system in order to elaborate vision and strategy documents for the Romanian society – „The University in 2025” and „Higher Education Strategy 2009-2013”, in the context of strategic thinking and decision ability improvement of the relevant players. The project will extend the experience – unique by now at national level – as well as the methodological frame developed by running the first National Foresight Exercise in (2005-2007) that resulted in The National Research Development and Innovation Strategy 2007-2013.
